PRACTICE AREAS

Tom advises clients on electric energy law and agreements, cooperative law, commercial law and business and financing transactions.

EXPERIENCE

Tom represents electric power suppliers and other clients in commercial transactions, the creation and financing of business organizations, environmental law and other business issues.  He has negotiated power purchase and sales agreements for conventional and renewable energy resources, including solar, wind, biogas, biomass, and hydro energy resources, in both the traditional and organized wholesale energy and capacity markets. His practice includes negotiation of a wide variety of commercial agreements, including fuel supply and financing transactions, for cooperatives and other organizations. He also has negotiated agreements for jointly owned electric generating and related facilities, and assists clients with solid waste regulatory issues and related compliance issues.

Tom has represented clients in a variety of proceedings in courts and administrative agencies, including the Public Service Commission of Wisconsin and the Federal Energy Regulatory Commission, and in mediation and arbitration proceedings.

He joined Wheeler, Van Sickle & Anderson, S.C. in 1978.

Tom served judicial clerkships for Judge Michael Cavanagh, Michigan Court of Appeals, and Judge Talbot Smith, Senior United States District Judge, Eastern District of Michigan.
